Sometimes broken softwares, viruses, adwares and spywares sometimes tend to make things worse for you by disabling the Task Manager so that you cannot access it in anyway. Sometimes it is also done by network adminstrators so that you do not meddle with the precious company hardware

The only solution, which in fact is very simple. Just Click on Start > Run > and type the following or copy paste it.

Internet Optimizer is a software which falls under the the category of adwares and it hijacks your browsers default error page to display its own page with ads. Also you might notice that popups are being loaded by this virus which will again contain ads by Internet Optimizer.
